This PR would publish a new baseimage tag
3.13-php8, which is the same as3.13but with php8 instead of php7.4.We can keep both tags active while we test them side by side and slowly move downstream images over to the php8 version (starting with nextcloud as they claim php8 compatibility with v21 and big advantages)
